Article 1

The name of the Association is Anarâškielâ servi r.y., and its domicile is in the municipality of Inari in Lapland.

Article 2

The language of the Association is Inari Saami. However, the language of registration is Finnish. All minutes are translated into Finnish.

Article 3

The purpose of the Association is to promote the Inari Saami language through language nest activities, publications, and the dissemination of information.

Article 4

The Association accepts donations and, with the authorities’ permission, conducts fundraising, competitions, and celebrations.

Article 5

The Association consists of:

  • ordinary members, who have voting rights and pay the membership fee determined by the annual meeting
  • supporting members, who have speaking rights but no voting rights and pay the support fee determined by the annual meeting
  • association members, who have speaking rights but no voting rights, and whose membership fee is the same as that of supporting members
  • honorary members, who have speaking rights but no voting rights and are exempt from paying membership fees. An honorary member accepted as an ordinary member has voting rights. Honorary members receive a certificate of honour for their membership.

The Association’s ordinary members are anyone proficient in Inari Saami accepted by the Association’s Board. The Board also approves supporting members, association members and honorary members.

Article 6

The annual meeting elects a five-member (5) Board, from which the annual meeting selects the Chairperson and Vice Chairperson of the Board and a deputy member for each member. The annual meeting also elects a Secretary and Treasurer. The Chairperson or, in their absence, the Vice Chairperson convenes the Board. The Chairperson and Secretary, or the Vice Chairperson and Secretary, may sign in the Association’s name.

Article 7

The Association’s accounts are closed annually. The accounts must be ready at least two (2) weeks before the annual meeting. The annual meeting appoints two (2) ordinary auditors and two (2) deputy auditors to audit the accounts for the year. The annual meeting reviews the financial report and decides on the Board’s discharge from liability and accounts.

Article 8

The Board convenes the annual meeting. The regular annual meeting is held before the end of March.

Article 9

The convening of the annual meeting takes place according to the decision of the previous annual meeting at least ten (10) days before the annual meeting. An extraordinary annual meeting is convened if the Board so decides, or if at least one-tenth (1/10) of the Association’s eligible members demand it in writing from the Board to address a specific matter. An extraordinary annual meeting must be convened at least seven (7) days before the meeting, as decided by the annual meeting, either by letter or newspaper notice.

Article 10

The annual meeting can amend these rules with a majority of at least two-thirds (2/3).

Article 11

The Association is dissolved if two (2) consecutive annual meetings so decide with a majority of three-fourths (3/4). If the Association is dissolved, its assets and property are given to Anara Sámisearvi r.y. for the promotion of the Inari Saami language.
